B\u00e2le III est un cadre r\u00e9glementaire mondial pour les fonds propres et la liquidit\u00e9 \u00e9labor\u00e9 par le CBCB. Il est compos\u00e9 des trois piliers suivants:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Le premier pilier traite de l\u2019ad\u00e9quation des fonds propres et de la liquidit\u00e9 et fournit des exigences minimales.<\/li>\n\n\n\n<li>Le deuxi\u00e8me pilier d\u00e9crit les normes de surveillance et de contr\u00f4le prudentiel.<\/li>\n\n\n\n<li>Le troisi\u00e8me pilier vise \u00e0 promouvoir la discipline du march\u00e9 en prescrivant des divulgations publiques.<\/li>\n<\/ol>\n\n\n\n<p>Au Canada, le Bureau du surintendant des institutions financi\u00e8res (\u00ab BSIF \u00bb) met en \u0153uvre le cadre de B\u00e2le III au moyen des Normes de fonds propres. L\u2019engagement du BSIF \u00e0 mettre en \u0153uvre les r\u00e9formes de B\u00e2le III au moyen de modifications nationales appropri\u00e9es renforce la capacit\u00e9 des institutions \u00e0 r\u00e9sister aux chocs financiers et leur permet de continuer \u00e0 soutenir la croissance \u00e9conomique tout en demeurant concurrentielles.<\/p>\n\n\n\n<p>La Banque de change du Canada est une banque de l\u2019annexe 1 r\u00e9glement\u00e9e par le BSIF qui n\u2019accepte pas de d\u00e9p\u00f4ts et qui n\u2019accorde pas de pr\u00eats. Aux fins d\u2019ad\u00e9quation des fonds propres et de la liquidit\u00e9, la Banque est class\u00e9e dans la cat\u00e9gorie 2 des petites et moyennes institutions de d\u00e9p\u00f4ts (\u00ab PMID \u00bb).
